        I don't understand how this is supposed to work. A rule replaces a query by a different query. You can't replace a query by something that is not a query.

        Do you mean the rewriter should detect the "forbidden" query and raise an exception before execution even starts? That might be interesting, but it's also easily circumvented by rewriting the query a bit.

          I doubt that this will happen, since this syntax is deprecated in favor of CREATE TABLE AS.

            SQL/MED foreign data wrappers are planned, but not datalinks. At least I don't know of any plan.
